The Open University is a consortium of Russian and foreign universities as well as state, non-governmental organisations (NGOs), which was created at Petrozavodsk State University with the aim to integrate activities in the fields of personnel training, research work, international cooperation development in the European North.
The NEOU consortium was established within the project “Creation of the Northern European Open University” (1999 – 2003), with the financial support from the World Bank of Reconstruction and Development and the National Training Foundation affiliated to the Ministry of Education of Russian Federation.
The NEOU offers:
- a wide choice of regular and distance curricula and courses for Russian and foreign citizens;
- cooperation in the field of science, open education, distance learning;
- participation in joint project and innovation activities for higher schools, public entities and NGOs, international foundations and commercial companies.
