PROJECT ON “CREATION OF THE NORTHERN EUROPEAN OPEN UNIVERSITY’
The Project of Petrozavodsk State University called “Creation of the Northern European Open University” has been realised since 1999 within the framework of the programme - “Improvement of University Management” as part of the Innovation educational project of the Russian Government and the World Bank of Reconstruction and Development (WBRD), and has been financed by the subloan under the Agreement with the National Training Foundation. THE OPENING OF THE NEOU
On 12 September 2000, at 11 a.m. the ceremony of signing the Declaration on the creation of the Northern European Open University and the opening of the NEOU took place in the main building of Petrozavodsk State University. Foreign and Russian guests took part in the ceremony, amongst them were representatives of the organisations which had supported the NEOU creation, representatives from the Karelian Government, Petrozavodsk City administration, research and education institutions of RK, members of the Academic Council and heads of departments from PetrSU.
